A heat pump, pellet boiler or a combination of both systems — the new support conditions allow you to choose the most suitable solution for your home.

Latvian households now have broader opportunities to modernise their heating and reduce dependence on a single energy resource. The improved government support programme covers more equipment, provides increased support for Honorary Family certificate holders and allows households to keep their existing heating source while supplementing it with a new, environmentally friendly solution.

According to information published by the Environmental Investment Fund, funding can be used not only to replace a fossil-fuel boiler. Replacing an inefficient wood or pellet boiler with a new pellet boiler, a central-heating pellet fireplace, a solar collector system or a heat pump will also be supported.

It is no longer mandatory to give up the existing boiler

One of the most important changes is the possibility of keeping the existing heating equipment. A household can supplement it with a heat pump or another environmentally friendly heat source and use both systems according to weather conditions, energy prices and the needs of the home.

In practice, this makes it possible to create hybrid heating: the heat pump operates efficiently in everyday use and during the shoulder seasons, while the pellet boiler can serve as an additional source on the coldest days. This approach increases household flexibility and reduces dependence on fluctuations in electricity or pellet prices.

Important: support of up to EUR 15,000 is available for one project, depending on the type of equipment, number of units and installed capacity. For Honorary Family certificate holders, the support intensity is planned to increase from 70% to 85% of eligible costs.

Which solution should you choose?

  • CTC heat pump — if premium quality, quiet and automatic operation, flexible system expansion and a 5-year warranty are important.
  • Mitsubishi Heavy Industries or Daikin heat pump — if the technical parameters of a specific series are better suited to the home’s heating system or project requirements.
  • NBE RTB pellet boiler — if powerful, automated pellet heating with extensive control options is required.
  • OPOP Biopel pellet boiler — if compact size, automatic operation and adaptability to an existing boiler room are important.
  • Hybrid system — if you want to combine the everyday efficiency of a heat pump with the security reserve of an existing or new boiler.

The decision should not be based only on the floor area of the house or the rated capacity of the unit. Before purchasing, it is necessary to calculate the building’s heat losses, assess the required heating water temperature, electrical connection, hot water consumption and the condition of the existing system.

What should you know about applying?

The programme is available to residents throughout Latvia. If the equipment was installed from 9 March 2022 onwards, but the application has not yet been submitted, the LVIF publication indicates a transition period until the end of 2026. Under the new rules, costs incurred from the date these rules enter into force will be eligible for application.

Before ordering equipment, it is mandatory to check the current rules, eligible costs and the compliance of the specific model. The presence of a brand or model in a retailer’s offer does not in itself guarantee receipt of funding.

Frequently asked questions

Can I really keep the old wood boiler?

Yes. The requirement to give up the existing heating unit has been removed from the programme. The old boiler may be kept and used as a reserve or additional heat source.

I have an old pellet boiler. Can I receive support for a new one?

Yes, if the existing boiler is inefficient and the project meets the other programme conditions. Replacement of an existing wood or pellet boiler with a new pellet boiler, a central-heating pellet fireplace, a solar collector system or a heat pump is supported.

How much support can I receive?

Up to EUR 15,000 can be received for one project, depending on the type of equipment, number of units and installed capacity. For holders of the Latvian Honorary Family certificate, the support intensity is planned at 85% of eligible costs. Other households are subject to the programme’s basic intensity, which must be checked in the current rules.

Will annual reports need to be submitted after the equipment is installed?

For heat energy production equipment — no. For households that have installed such equipment with programme support, the requirement for annual monitoring and submission of monitoring reports has been cancelled.

Heat pump or pellet boiler — which should I choose?

If the house is well insulated and has underfloor heating or low-temperature radiators, a heat pump usually provides very efficient and convenient heating. If the existing system requires a high flow temperature, the electrical connection capacity is limited or a suitable boiler room is available, it is worth considering a pellet boiler. A combined system can provide the greatest flexibility, but the final choice should be based on the building’s heat loss and cost calculation.

Can a heat pump be used together with a pellet boiler?

Yes. For example, a CTC heat pump can be integrated with NBE RTB, OPOP Biopel or an existing heating boiler if the correct hydraulic scheme has been designed and the control of both units has been coordinated. The heat pump can provide base heating, while the boiler provides additional capacity on the coldest days.

Will any CTC, Mitsubishi Heavy Industries, Daikin or pellet boiler model receive support?

No, the brand name alone does not guarantee compliance. Before purchasing, it is necessary to check the technical specifications of the specific model, installation requirements, eligible costs and the other current programme conditions.

From what point can costs be submitted for support?

Under the new conditions, costs incurred from the date the new rules enter into force will be eligible for submission. For equipment installed earlier, from 9 March 2022 onwards, LVIF has indicated a transition period — if the application has not yet been submitted, it must be submitted by the end of 2026.

Why is a heat loss calculation needed before choosing equipment?

The calculation helps select the correct equipment capacity and forecast its operation in a specific home. Equipment that is too large or too small may operate inefficiently, increase costs and fail to provide the expected comfort.
